Jul 21: PAS Youth today has stepped forward with damning evidences of irregularities in the Election Commission's voter database, and urged the body to improve its voters registration system (e-PPST) which is linked to the NRD's Agency Link-Up System (ALIS).
Giving instances of same individuals voting more than once, PAS Youth's Suhaizan Kaiat said the EC's e-PPST system had glaring weaknesses as it allowed an individual to be registered twice using the old Identity Card number.
Suhaizan, who heads the PAS Youth's Mobilisation and Democracy Restoration unit, said EC should have rejected such duplicate registrations, adding that such cases showed EC had failed to stop illegal registration of voters in spite of its strong denials in the last few months.
Proof 1: Two persons, one old IC
Giving one evidence of its claim, Suhaizan showed voter details for Low Kim Lian and Tom Binti Din, both sharing the same old IC number "1790975", but different Mykad numbers. Both were however registered to vote in the same state constituency of Kuala Nerang located in Padang Terap parliamentary area. (Click on image on the left to open a larger version in a new window)
“The question is how NRD could allow two different individuals to have the same old IC? If the computer system is to be followed, the old IC number is the secondary identifier of an individual. It cannot be allowed to overlap.
"Otherwise, it proves that NRD has either a weak system of registry, standard operating procedure or both,” he said.
Proof 2: One person, two Mykads
In the second instance, the details found on EC website revealed that voter Mariam Binti Su has two different Mykad numbers, "720616025472" and "720610025738", but shares the same old IC number, "A2278510". (Click on image on the right to open a larger version in a new window)
The voter is registered for the Kuala Ketil state constituency under Baling parliamentary area.
“Which is the real identity of Mariam binti Su? She seems to have two identities. This is the proof of phantom voters that EC has been demanding for.
"How could EC's e-PPST system accept Mariam binti Su to have two identities when the secondary identifier in the form of the old IC number is the same?” asked Suhaizan.
Earlier, the EC, rejecting the eight demands by electoral reforms coalition Bersh 2.0, defended its electoral roll as "clean" and dismissed concerns over the existence of 'phantom voters'.
EC's deputy chairman Wan Ahmad Wan Omar had also challenged its critics to show proof that its electoral roll was questionable.
Proof 3: Two persons 'separated' by four digits
Giving the third proof, Suhaizan showed a voter, Murugan A/L Subramaniam, with the old IC number "A2909056", who shares same information with another voter of the same name except for the last four digits of their Mykad numbers. (Click on image on the right to open a larger version in a new window)
“Only the last 4 digits of the new IC number differ, 5201 and 5877 to differentiate the identity of Murugan A/L Subramaniam.
"So who is the real Murugan A/L Subramaniam? Isn’t one of them a phantom voter? I am sure they are the same person. How can this happen?” questioned Suhaizan.
Saying his unit had identified more cases of such 'duplicate voters', Suhaizan warned the EC and NRD against resorting to simply removing the examples provided without taking steps to improving their overall system.
“This cleaning of the electoral list is one of Bersih 2.0’s demands,” he reminded.
